Why this place matters
Howe Hill housed No.20 Group headquarters of the Royal Observer Corps from 1961 until the organisation stood down in 1991. It collected reports from smaller monitoring posts and passed analysed information to civil and military authorities.
The earth-covered building was a workplace with communications, plotting, sleeping and support spaces. Its historical value lies partly in the retained equipment, which makes the intended flow of information easier to understand than at a cleared shell.

What to look for
On a guided visit, follow the sequence from incoming reports to the control room and then to the supporting rooms. The bunker’s role was to monitor and report; it was not a public shelter for York’s population.
Compare the working spaces with the limited domestic provision. A protected headquarters still depended on staffing, water, power and sanitation. Those ordinary requirements help explain what a long emergency would have demanded of its occupants.
